Soft but too short

I have the Gita bra in XS which fits me great so tried this also in XS. As soon as I opened them packet I knew it wouldn't fit me cos it was so short like a hairband The under bust band fits me perfectly but the top band digs in too much, and can't imagine who going to have the same measurement above their cups as underneath? This bra was just not deep/long enough for me either. If I have the under bust where its meant to be, the top band only goes to my nipples. Tempted to try the next size up but then I think it might be too big ubderbust. I do have very small ribs and larger cups /athletic build (very slight muscles on my upper back/serratus area) so it might work for smaller cup sizes
